Before reading this hub, you should know that the South West Florida area including Cape Coral, Ft. Myers, Ft. Myers Beach, Sanibel, Estero, Pine Island, and Naples have not and will not be affected by the Horizon Oil Spill.
All of our beaches are still in pristine conditions and have not changed one bit. We are not boasting about our good fortune, but rather to let visitors know that we are still intact and fully functioning. So talk to your local traveling agent and book your vacation today.
This is not a page that promotes any kind of Travel Agency, Hotel, Airline or Theme Park. Just a site to get the word out that we're still here and our lively-hood is in the hands of tourism. Have you been to the beach lately?

Statistics
Cape Coral is the second largest city in Florida that consists of a little over 115 square miles. The most impressive thing about Cape Coral is that it has over 400 miles of canals, that is more canals than any other place in the world, including Venice, Italy. One of the most amazing things about Cape Coral is the canals were all “hand dug” by a family of brothers by the last name of Rosen. Cape Coral's first four homes were completed in May 1958 on Riverside and Flamingo drives, located near what we now know as the “Yatch Club”, a popular local beach, marina, racquet ball court, and fishing pier. Cape Coral later took on the slogan of “waterfront Wonderland”. The local census report in 1970 was only a mire 11,500 people, compared to the Florida real estate boom of 2009, which recorder an astounding 167,917 people. Cape Coral's logo and slogan have changed many times over the years, but I still love "Waterfront Wonderland"

Great Hub, answered one of the questions I posted on your other one. The Arts Festival sounds interesting.
If you are active in the Chamber of Commerce and that sort of thing, I would suggest building on the art tourism. Places that are physically beautiful, not too expensive to vacation in and arts-friendly wind up bringing in a lot of money and opening opportunities for locals.
Unlike industry, art doesn't really tear up the place. If anything a strong arts presence tends to support things like historical preservation and environmental concerns. It generates civic income without the trouble and cost of bringing in major companies too -- instead it will start edging into unemployment.
What creates a good art market seems to be the presence of one -- of enough artists and artists of all types (musicians, poets, writers and so on) that tourists start to come to expect it whether they're from nearby or far away.
One very inexpensive cool thing that did a lot in New Orleans was the French Market and Jackson Square -- licensing street artists and street performers brought in lots of tourist dollars and yet didn't really hurt the city at all. Galleries abounded. Those Jackson Square painters were all thriving, the "A" license holders often also had works in all the galleries.
But street art is also a way that an unemployed person can get up and become self supporting in a big way, becoming a customer for everything from art supply stores to your basic utilities and so on without taking a job from someone else.
The conditions that help are: licensing the street art and street vendors, setting up an appealing area for them to cluster that's got easy access to restaurants, other tourist attractions, galleries and hotels. I don't know if the separation into "A" license for the best spots and "B" license for newbies, dabblers and people in line for an A license was necessary, but licensing it makes it stable -- and brings in enough artists that the market starts to thrive.
One guy sketching on a street corner in a city without street art licensing may or may not do well. But if there's a group of them in a park or a booming tourist area with sights, then every one of them will do better from the presence of the others. Tourists take them more seriously when there's enough to make up a market. They also don't like waiting in line at the portrait painter, when they can stroll up and down past half a dozen portraitists, they can choose whose style they like or just who's free next on a busy holiday weekend.
Most of all, the benefit to a city of encouraging the arts is that it wouldn't take major investments in building that infrastructure. It'd take some policy and strategy choosing a good place for the open air market, broadening it to include crafts and even flea market vendors, then making it very public. So it'd take a little bit of advertising but you will also get everyone who's out there doing it lending their efforts to making it public.
The flea market/farmer's market thing is also good for locals who are underemployed or unemployed. I remember the French Market basic out in the parking lot fee was so low that people would do that instead of yard sales. It brought in immense revenue for the city and got numerous small businesses that started in a booth and grew through the pricier better (under a roof in the prime spots) booths to opening storefronts.
